2019年是全国人大常委会《向台湾同胞呼吁书》发表40周年。

1978年12月26日，第五届全国人大常委会第五次会议讨论通过《中华人民共和国全国人大常委会报告台湾同胞书》，并于1979年元旦正式发表。

《向台湾同胞呼吁书》庄严宣布了在新的历史条件下台湾回归祖国、争取祖国和平统一的大政策方针。 其重点是:

(一)反复强调一个中国的角度，反对台湾独立。 这是我们和台湾当局的“共同观点、合作基础”。

(2)在处理统一问题时，一定要考虑台湾的现实，“尊重台湾的现状和台湾各界人士的意见，采取合情合理的政策和方法，避免台湾人民遭受损失”。

(3)处理台湾问题提出了“对1700万台湾人民寄予希望”的方针。

(4)停止炮击金门等岛，比较海峡两岸依然存在的军事对峙局面，提出应首先通过中华人民共和国政府和台湾当局之间的协商结束这种军事对峙状态，为双方任一范围的交往接触创造必要的前提和安全环境。

(5)“双方希望尽快实现通航，双方同胞直接接触、探亲、访友、旅游参观”，“快速发展贸易，互通有无，进行经济交流”。

《呼吁台湾同胞书》中宣布的台湾回归祖国、实现祖国和平统一大业的大政方针，标志着新时期对台方针政策的重大转变。 《呼吁台湾同胞书》在国内外得到各方面的积极响应，得到广大台湾同胞、港澳同胞和海外华侨的热烈支持。 台湾朝野的许多爱国有识之士也热烈赞同实行传销、通商、通航，进行双方人员的各种交流，早日实现祖国统一。
